Identify and describe the three types of public health law

In Silent Spring, Rachel Carson uses a very powerful narrative framework to describe the world as it exists in harmony and bliss before the fall into the massive use of poisons in the environment. In 1,000-1,250-words, summarize the key issues addressed in this publication; discuss how this publication has contributed to current knowledge and understanding of the dynamic between the environment and health; and explain the relationship between the environment and health.

A first term Senator has just been elected to US Senate. He has spent his entire career as a medical doctor. Given the significance of health related public policy issues, he ran for office and won his first election. There is one problem. Because of the Senator’s lack of experience in government and with policy issues, he has asked three staff persons to help him formulate his approach to government. He has asked his Chief of Staff, his Legislative Director, and one of his Legislative Assistants to help him. You have just been brought on to serve as one of his Legislative Assistants. Because of your expertise in public policy, you are the one LA he asks for assistance. He wants your insights, based on research from your course work and outside research that will help him formulate his approach to government. His rationale is that if he clarifies his vision of the government’s role then he will be able to apply it to practical, real world issues. Specifically, the Senator is asking you to answer the following questions:
What is the proper role of the government? What are its central responsibilities? What are the limits to governmental power?

Explain why law is a crucial part of public health practice.

2. Identify and describe the three types of public health law.

3. Identify two items on the list of the Ten Essentials Public Health Services that explicitly refer to law or policy.

The Securities and Exchange Commission (SEC) regulates public companies. The SEC has found that some of these companies have violated GAAP by using creative accounting practices to mislead investors and creditors regarding the health of their company.
Use the Internet or Strayer Library to research a recent accounting scandal within the last five (5) years where the SEC accused public companies of accounting irregularities. Write a three to four (3-4) page paper in which you:
Analyze the audit report that the CPA firm issued. Ascertain the legal liability to third parties who relied on financial statements under both common and federal securities laws. Justify your response. Speculate on which statement of generally acceptable auditing standards (GAAS) that the company violated in performing the audit. Compare the responsibility of both management and the auditor for financial reporting, and give your opinion as to which party should have the greater burden. Defend your position. Analyze the sanctions available under SOX, and recommend the key action(s) that the PCAOB should take in order to hold management or the audit firm accountable for the accounting irregularities. Provide a rationale for your response.

Explain how the environmental factor you selected can potentially affect the health or safety of infants

The growth, development, and learned behaviors that occur during the first year of infancy have a direct effect on the individual throughout a lifetime. For this assignment, research an environmental factor that poses a threat to the health or safety of infants and develop a health promotion that can be presented to caregivers.

Create a 10-12 slide PowerPoint health promotion, with speaker notes, that outlines a teaching plan. For the presentation of your PowerPoint, use Loom to create a voice over or a video. Include an additional slide for the Loom link at the beginning, and an additional slide for references at the end.

Include the following in your presentation:

Describe the selected environmental factor. Explain how the environmental factor you selected can potentially affect the health or safety of infants.

Create a health promotion plan that can be presented to caregivers to address the environmental factor and improve the overall health and well-being of infants.

Offer recommendations on accident prevention and safety promotion as they relate to the selected environmental factor and the health or safety of infants.

Offer examples, interventions, and suggestions from evidence-based research. At least three scholarly resources are required. Two of the three resources must be peer-reviewed and no more than 6 years old.

Provide readers with two community resources, a national resource, and a Web-based resource. Include a brief description and contact information for each resource.

In developing your PowerPoint, take into consideration the health care literacy level of your target audience, as well as the demographic of the caregiver/patient (socioeconomic level, language, culture, and any other relevant characteristic of the caregiver) for which the presentation is tailored

Watch the video titled “Full interview: Matt Lauer and Dallas nurse Briana Aguirre” (17 min 25 s), located at http://www.today.com/video/today/56243958#56243958. Texas Presbyterian nurse Briana Aguirre who treated Ebola stricken colleagues announced publicly that her protective outfit had rips, as well as gaps in it – exposing body parts to the potentially deadly Ebola virus. As a nurse practicing within a family practice, you are interviewing a 55-year-old woman who is an executive assistant at a local law firm, where she has worked for 9 years. She has a 7-year history of respiratory illness, which occurs several times throughout the year, not seemingly connected to the changes in season. She does not use tobacco products in any form. During your questions regarding her home and work environments, she reports that she enjoys working adjacent to the courthouse in a building over 100 years old because it is such a contrast to her brand-new home on a local golf course. When describing the health of her coworkers, she indicates, “We all share illnesses, which seem to affect everyone else during the year; we just seem to be sicker more often!”

Drawing on the resources from this Web site and your other Learning Resources this week, address the following questions in a two-page paper:
• What epidemic control steps do you recommend?
• What legal authorities may have to be invoked?
