A first term Senator has just been elected to US Senate. He has spent his entire career as a medical doctor. Given the significance of health related public policy issues, he ran for office and won his first election. There is one problem. Because of the Senator’s lack of experience in government and with policy issues, he has asked three staff persons to help him formulate his approach to government. He has asked his Chief of Staff, his Legislative Director, and one of his Legislative Assistants to help him. You have just been brought on to serve as one of his Legislative Assistants. Because of your expertise in public policy, you are the one LA he asks for assistance. He wants your insights, based on research from your course work and outside research that will help him formulate his approach to government. His rationale is that if he clarifies his vision of the government’s role then he will be able to apply it to practical, real world issues. Specifically, the Senator is asking you to answer the following questions:
What is the proper role of the government? What are its central responsibilities? What are the limits to governmental power?

The Securities and Exchange Commission (SEC) regulates public companies. The SEC has found that some of these companies have violated GAAP by using creative accounting practices to mislead investors and creditors regarding the health of their company.
Use the Internet or Strayer Library to research a recent accounting scandal within the last five (5) years where the SEC accused public companies of accounting irregularities. Write a three to four (3-4) page paper in which you:
Analyze the audit report that the CPA firm issued. Ascertain the legal liability to third parties who relied on financial statements under both common and federal securities laws. Justify your response. Speculate on which statement of generally acceptable auditing standards (GAAS) that the company violated in performing the audit. Compare the responsibility of both management and the auditor for financial reporting, and give your opinion as to which party should have the greater burden. Defend your position. Analyze the sanctions available under SOX, and recommend the key action(s) that the PCAOB should take in order to hold management or the audit firm accountable for the accounting irregularities. Provide a rationale for your response.
